PLC and SCADA: A Buyer's Guide to Choosing the Right Control System

When I started purchasing control components in 2021, I was sure that PLC and SCADA meant the same thing. It didn't take many rejected purchase orders to realize they're two different layers of industrial control. If you're an administrative buyer like me—the person who actually places the order—this comparison is for you.

I manage purchasing for a 140-person company, roughly $350,000 in annual orders spread across 9 vendors. I report to operations and finance, so I have to justify every line item. Over time I've reviewed 60-80 orders a year for control systems, generators, and panel components. Here's what I wish someone had explained to me on day one.

PLC and SCADA: The Framework I Use

PLC stands for Programmable Logic Controller. SCADA stands for Supervisory Control and Data Acquisition. The names tell the story: a PLC is the controller that runs the machine. SCADA is the supervision layer that shows you what that machine is doing.

Per the ISA-95 standard issued by the International Society of Automation (isa.org), PLCs generally sit at Level 2 of industrial automation, while SCADA systems connect Level 2 control with Level 3 manufacturing operations. In plain English: PLC does; SCADA supervises.

I compare them on four dimensions: core function, hardware structure, screen display, and cost. The surprises come when you see how much overlap has crept in.

Dimension 1: Core Function — PLC Controls, SCADA Supervises

Start with a generator frequency converter. That's a piece of equipment that controls generator frequency as load changes. The actual high-speed work—reading frequency, adjusting the governor, switching the load—is a PLC job. A PLC with analog inputs and outputs is built for exactly that.

SCADA is not doing that real-time control. SCADA pulls data from the PLC, shows it on an operator's screen, stores alarms and trends, and lets someone change setpoints from a control room. When someone asks for SCADA around a generator frequency converter, they usually want visibility, not an extra controller.

So the first conclusion: if you only need the machine to run correctly by itself, start with a PLC. SCADA earns its keep when you have multiple PLCs, remote sites, or reporting needs.

Dimension 2: Fixed vs Modular PLC — Matching the Hardware to the Job

PLCs come in two basic forms. A fixed PLC has the processor, power supply, and I/O all in one unit. It's inexpensive, compact, and fine when you know the exact I/O count. A modular PLC has a base unit and separate I/O cards, communication modules, and power supply. It's the safer choice when the process might expand.

In most control panels, a 24V PLC is the sweet spot. 24-volt DC power is common, safe, and easy to work with. For small jobs, a fixed 24V PLC might cost a few hundred dollars. For bigger or uncertain jobs, a modular PLC with extra slots is worth the premium.

If you search "PLC ABB" because your installed base is ABB, brand matching matters for spare parts and programming familiarity. But it doesn't change the fixed vs modular decision. The IEC 61131-3 programming standard applies across major PLC brands (Source: International Electrotechnical Commission, iec.ch), so once you understand one platform, the next one is easier.

Dimension 3: PLC Screen Display vs SCADA — It's Not the Same Visible Surface

The question I get most often is: "Don't we need a SCADA screen?" Not necessarily. If the operator stands at the machine, a PLC screen display is enough. A PLC screen display—from a five-inch text panel to a 15-inch touchscreen—is effectively the HMI layer. It talks directly to the PLC and gives the operator buttons, numbers, and alarms.

SCADA is software, not a screen. It can show the same-looking graphics, but underneath it's a database, a network engine, and a data historian. SCADA can collect data from many PLCs, log it for months, and alert a phone in another building. A PLC screen display usually talks to one PLC at a time.

For a single machine, a PLC screen display is the no-brainer. For a plant with three generators and a control room, you've moved into SCADA territory.

Dimension 4: Cost and Maintenance — Where the Money Actually Goes

I don't have hard data on industry-wide cost percentages, but based on my purchase history, a small SCADA system often runs two to three times the cost of a PLC plus HMI setup under 100 I/O points. The PLC side is hardware and labor. The SCADA side adds software licenses, a server or VM, integration hours, and an annual support contract.

SCADA is not a deal-breaker—it's a decision. If your customer requires compliance reports, go ahead and budget for it. If the generator's frequency and alarms are monitored locally, don't let "SCADA-ready" become an expensive spec.

I almost made that mistake in 2024. I had a remote pump station quote with full SCADA written into the RFQ. An integrator asked, "Do you need to see it from outside the building?" We didn't. We installed a 24V PLC with a local screen and saved about $12,000. Dodged a bullet.

So Which Should You Buy? Scenarios to Help You Decide

There isn't a single right answer. There's a set of conditions:

  • Start with PLC and a screen if the process is one machine or one panel, you have under 100 I/O points, no historical reporting is required, and no one needs to see alarms remotely.
  • Budget for SCADA if you have multiple PLCs feeding one operator station, you need stored trends and shift reports, or remote alarm notifications are part of the specification.
  • If you're uncertain, choose a modular PLC. It gives you the flexibility to add communication cards and a SCADA connection later. Locking yourself into a fixed PLC's maximum I/O is a red flag for future expansion.

I have mixed feelings about all-in-one PLC and SCADA packages. On one hand, they simplify procurement and support. On the other, I've seen a 50-point job get a mini SCADA system because the vendor sold "integration" as a feature. My rule is simple: buy what your process needs today, make sure the platform can talk to SCADA later, and keep the brand choice as practical as you can.

Bottom line: PLC and SCADA are partners, not alternatives. A PLC controls the process. SCADA gives you the window. For most buyers, the place to start is the controller—a modular 24V PLC with a decent screen display. Add SCADA when the visibility problem is real, not when a potential vendor says you need it.
